Bond Film Song

We came across a press cutting when we sorting out some old papers which referred to the following.

"Little known fact: the Bond film song From Russia With Love was originally offered to Frank Sinatra but he recommended Matt Monro. Sinatra said of the British crooner - He is quite simply the best in the business".

We know Frank had a high opinion of Matt but just wondered if you know whether or not the above is true or not?
