Very thought provoking - as you can see we've discussed the meaning of this song before as it is a very different proposition to Matts previous material. However, I don't think I've ever looked closely enough at the lyrics, so thanks for putting them up and making me think of them again!
Like Gray, I think that option 3 is the most favourable, especially given the age of the song.

Just to let you know, I don't really come from a Matt Monro background.
My main love is pop/rock music from the '50's onwards, but I like a bit of Sinatra/Ella/Billie Holiday, etc, and a little Matt every now and then.
I grew up with my dad listening to Ella, Sinatra and Matt, and my mum playing The Beatles and Herb Alpert.
But I always used to love this song in particuar whenever he played it, and it's fantastic to hear something some unusual, and so very outside the idiom.
Fantastic stuff!
By the way, I think it's probably '3' as well, but I also think the ambiguity is quite deliberate. It would have been quite easy to change the tone of the song against any of the parties with just the odd different phrase. I suppose it's the mark of a great song that it doesn't just dollop it's meaning straight on to your lap, but gets you thinking.

I'm listening to Sarah Kennedy's last Friday programme right now. Yes, she played the full We're Gonna Change The World.
I think it's one of her and the SS's favourites.
Earlier she stated "you won't get all of this, but you'll get a flavour," as she knew the song would be cut short to make way for the pips. It can be annoying when your favourite song is cut off, but I enjoy keeping up with her travels and the tales of the "much beloved", "opera singing nephew", her elderly aunt ("hello dear"), and of course the show tune.

Gray, I know what you mean about Sarah. Its almost like listening to Hinge or Bracket (not both obviously) as they go on about their life in their little village, and then she occasionally plays a record, which she then talks over! She mentioned last week that at a production meeting that the 'powers that be' were very happy with all aspects of her show 'except the presenter' - although I think she was joking about the last part.
